This file program is located in (C:\Windows\System32) path.
It seems that this exe file is responsible for allowing us to manage Start Menu icons, which are pinned to Start, after testing by deleting it, of course first archive it for a copy, the Start Menu pinned icons are not draggable to be arranged, so you can’t manage them, to restore back this functionality, place back a copy of this exe program to the mentioned folder/file path.
