This windows integrated app if deleted the folder as in our case, will prevent Adobe Illustrator to start, it will just open and close the AI app.
It is very possible that this Windows App is responsible for running other Apps and Software, I deleted it due to feeling that there are too many spying apps with backdoors in windows, but it seems that it is required by AI software.
